Responsibilities:
Engineering technician VI (SCA) will support NIWC contract operations by supporting telecommunications system installation efforts through comprehensive site surveys, inspections, material and equipment management, installation activities, testing, and documentation in accordance with contract requirements. This individual will ensure compliance with installation design plans (IDPs), Shore Installation Procedures Handbook (SIPH), and other applicable directives, while coordinating closely with government representatives and site personnel.
Qualifications:
Essential Duties & Job Functions:
* Conduct thorough installation site surveys and inspections to assess infrastructure and telecommunications spaces in support of the development and execution of Installation Design Plans (IDP). Evaluate building and telecommunications site conditions against program and local premises' requirements, document compliance or deficiencies accurately.
* Prepare and submit messages in compliance with SIPH guidelines to generate an In-Brief document prior to production start. Attend and actively participate in all required briefings including In-Brief, daily and weekly site meetings, and Out-Brief.
* Track and confirm receipt of all production materials and equipment with site Points of Contact (POCs) to ensure delivery aligns with production schedules. Maintain comprehensive inventory records and promptly notify the On-Site Government Representative (OSGR) of any missing or damaged items.
* Coordinate and physically transport materials, equipment, and personnel between work locations as required to ensure smooth workflow and adherence to timelines.
* Adhere rigorously to all safety policies, procedures, and regulations in accordance with the SIPH and other applicable laws. Develop and maintain Safety Plans and documentation (CDRL A01D).
* Remove and reinstall interference items as necessary to facilitate installation activities. Perform de-installation, construction, installation, configuration, and integration tasks in strict accordance with IDPs, A&E Construction Drawings.
* Manage material handling, transfer, and disposal operations following SIPH protocols. Transfer custody of Government Furnished Material (GFM) using DD-1149 forms with accurate and complete equipment nomenclature, model and serial numbers for all items removed or installed.
Accountable for:
* Preparation and completion of Installation Completion Reports (ICR) in accordance with Shore Installation Process Handbook (SIPH), ensuring all signatures and configuration documentation, including Software Configuration Files and Firmware Configuration Files are included and accurate.
* Coordinate and support Site Operational Verification Testing (SOVT) efforts with site and government personnel to avoid scheduling conflicts with site operations. Conduct system pre-checks to confirm correct operation before initiating SOVT and manage issue resolution prior to government testing.
* Maintain close communication and coordination with government representatives and engineering teams to ensure timely and compliant project delivery.
