Responsibilities:

The Engineer/Scientist V will support the CGS team and provide day-to-day engineering and project management support to NIWC.  The position requires an experienced highly Engineer to support the project.  This position may work remotely. Travel (up to 50%) may be required.

Work Model: Onsite/In-Office

Qualifications:

Essential Duties & Job Functions:

* Working with the senior DOD/DHS level managers develop plan and implement new and existing enterprise level projects.
* Provide recommendations and information to ensure all projects are delivered on-time, within scope, and within budget.
* Assist in defining project scope, objectives and deliverables, involving all relevant stakeholders while ensuring technical feasibility.
* Assist in the development of detailed project plans to monitor and track progress and deliverables. Share project plans with stakeholders, while taking ownership of updating and improving tracking mechanisms.
* Evaluate and make recommend changes to project scope, project schedule, and project costs using appropriate verification techniques.
* Promote and maintain communication between the project team and project sponsor, and other relevant stakeholders.
* Propose and manage new mechanisms to improve project workflow efficiencies, and proactively identify points of weakness and inefficiency working with project leads to identify solutions.
* Assist with the measurement project performance using appropriate tools and techniques.
* Report project progress as well as problems and solutions to stakeholders and escalate as needed.
* Perform risk management to minimize project risks.
* Track project performance to analyze successful completion of short and long-range goals. Identify delays and propose solutions to prevent future delays, while improving overall delivery schedule.
* Continuously improve the project management toolkits and methodologies used. Recommend strategies, policies, and procedures by evaluating organizational outcomes; identifying problems; evaluating trends; anticipating requirements.
