				Overview:

The primary objective for the Preconstruction Director is to manage the process and resources that provide quality pre-construction services to both internal and external clients and review the progress of existing projects to ensure their completion within the parameters of the established project budget. This position reports to and receives direction from the VP of Preconstruction.

Job Summary:

The primary objective for the Preconstruction Director is to manage the process and resources that provide quality pre-construction services to both internal and external clients and review the progress of existing projects to ensure their completion within the parameters of the established project budget. This position reports to and receives direction from the VP of Preconstruction.

Duties and Responsibilities:  

* Mastery of the responsibilities of a Preconstruction Manager
* Reads and interprets construction plans and the technical specifications that enable the ability to perform estimating duties as well as to offer constructive feedback to the design team.
* Mature knowledge of construction pricing and ensures consistency in the application of pricing in our cost estimates.
* Will coordinate and manage a team of estimators. Will train and develop subordinates and direct reports. Will perform annual reviews and development plan and goal setting for team members. 
* Will lead others and independently develop detailed cost estimates for projects of all size and complexity for civil, structural, exterior envelope, and interior construction elements at concept and detailed levels of design. If MEP Discipline, same.
* Will manage all aspects of the required preconstruction deliverables to a client. Creates work plans and manages the progress of existing projects to ensure their completion within the parameters of the established preconstruction budget. Manages staffing resources and requirements, workflows, and tracks monthly work volume.
* Develops, monitors, and manages project cost estimates from the initial cost estimate at the commencement of preconstruction services through completion of the preconstruction process with a GMP or Fixed Price Contract. Leads the review of our work product and ensures all deliverables are accurate, complete, and well-conceived in content and presentation.
* Understands and ensures the appropriate preconstruction and visualization technology, equipment and tools are being utilized for planning and estimating (e.g., quantity take-off software, estimating software, data and analytics software and BIM models).
* Establishes project cost estimate work breakdown structures. Participates and/or delegates the responsibilities for quantity surveying and estimating of building systems, materials, and assemblies for elements of a project. Ensures the discipline estimators organize quantity takeoffs for ease of review.
* Oversees the creation of our technical report documents that include the annotation of assumptions and clarification narratives to support estimates and business development RFP responses. Reviews and ensure the accuracy of technical report documents.

* Utilizes national and global market conditions and trends when planning and estimating projects. Has a strong knowledge of the local market conditions and how those may impact the planning and estimating of our projects.

* Builds, maintains, and tracks relationships with subcontractors and vendors. In consultation with Operations leaders, identifies appropriate subcontractors for specific projects, with consideration of the project type, sector, and size, as well as the subcontractor strengths and capabilities. Collaborates with regional diversity leadership to develop and implement strategies to maximize diverse and minority owned business participation.

* Evaluates and presents data from past and current project cost estimates and Skanska Metrics to enhance estimating accuracy and to build client confidence. Adds past/current project data into the Skanska Metrics benchmarking database application. Takes a local leadership role in developing other team members in their abilities to utilize the Skanska Data Applications.

* Works collaboratively with design team to review and challenge design. Checks systems for completeness and identifies, documents, and reports out on missing, incomplete or erroneous design information. Offers mitigation strategies and solutions. Tracks items thru closure and incorporation into the final design.
* Partners with operations and other stakeholders to create, validate and implement project procurement plans and strategies for projects. Prepares scopes of work for trade contractors, develops bid packages, and conducts post-bid analysis interviews and comparisons.
* Establishes and maintains preconstruction phase schedule activities including the tracking of design deliverables, estimating deliverables, procurement activities, and related preconstructions services. Will review and comment on project schedules and general conditions estimates provided by Operations
* Reviews the client's prime contract as well as subcontracts and vendor agreements to ensure contract requirements are satisfied. 
* Identifies potential project related risks and opportunities. Develops and implements mitigation plans and strategies such as contingency and market condition escalations to maximize opportunities and control the impact of negative situations.
* Uses their understanding of the companies risk management procedures including strategies for bonds, insurance and subcontractor default insurance to properly account for the total cost of the project.. Reviews and considers insurance and bond management options to identify their appropriate application as part of estimating and planning projects.
* Evaluates different owner contract delivery models such as LS Bid, CM GMP, Design Build, etc. to identify how each delivery model impacts Preconstruction Services and applies appropriate strategies.

* Will present and demonstrate the merits of our estimating work and other consultative advice we are providing to clients and other project stakeholders, building trust and confidence.
* Works with business development and operations to develop strategies and action plans to target and pursue business opportunities. Works with our business development and account managers in proposal preparation and the delivery of sales presentations.
* Participates as a super user in supporting Skanska preconstruction applications or as a team member in continuous improvement initiatives for strategic preconstruction development opportunities
* Working knowledge of mechanical and electrical systems. If MEP Discipline, working knowledge of architectural, structural, and civil systems.
* Will communicate with the project team, their supervisor and external stakeholders to share and collect information in support of the preconstruction work.

* Participates in training on sustainable design and stays current on trends and requirements of sustainable building concepts (e.g., LEED(r)) in order to communicate environmental benefits to potential customers. Works with colleagues from the Sustainability Team to recommend and evaluate sustainable (green) design solutions to clients and design teams.

* Manages the confidential nature of the information we are party too and knows how to properly protect that information.
