				Overview:

The Labor Director is responsible for assisting the Director of Human Resources in the effective Management of Labor and Employee Relations.

Responsibilities:

* Responsible for developing and maintaining an effective labor/employee relations program and philosophy throughout the hospital.
* Hear and adjudicate all third step grievances filed by the collective bargaining units associated with the hospital.
* Investigate and resolve employee internal and external complaints.
* Responsible for counseling and consulting with management personnel on the appropriate use of corrective discipline.
* Responsible for preparation of arbitration, unemployment and Government Agency hearings.
* Anticipate the need for new Human Resources Policies and Procedures and recommends changes to existing policies.
* Train Line Managers in Labor and Employee Relations skills.
* Act as liaison between 1199 and hospital departments in the interpretation and application for the contractual agreements.
* Conduct Departmental Labor Management meeting with the union and management personnel.
* Provide supervision to assigned Labor/Employee Relations staff.
* Conduct exit interview. 
* Negotiate the settlement for grievance and arbitration cases when necessary.
* Maintain records pertaining to grievances, arbitrations, agency complaints, discipline and unemployment.
* Promote positive employee relations through the development and use of employee recognition and employee activity programs. 
* Consult with legal counsel when necessary.
* Participate in union negotiations.
* Other duties and projects as assigned to the Manager.

Qualifications:

Education:

* Bachelor's Degree or equivalent related experience required. 

Experience:

* Minimum of three (3) years of experience required in similar Human Resources role with responsibility for management of labor issues.

Knowledge and Skills:

* Good interpersonal skills.
* Ability to mediate labor and employee relations problems. 
* Ability to fully utilize BHMC's electronic record systems, equipment and other healthcare and billing systems relevant to this position.

Physical Requirements:

* Position requires prolonged periods of sitting and use of a computer and screen viewing throughout the working day.
* Position requires prolonged periods of standing, reaching, walking throughout the working day.  
* Position will be required to stoop, bend, lift, and carry items weighing up to 25 pounds.
