				Overview:

Serves as a key strategic partner to the Director, leading organizational development, long-term planning, and systems change initiatives to advance The Mayor's Office of Immigrant Advancement's (MOIA) mission, through community-driven processes, ensuring authentic community voice in departmental direction and decision-making. Leads organizational culture development and change management, including HR functions, staff development, and creation of sustainable, purpose-driven systems. Supervises and mentors department staff including Communications Manager, Administration and Finance Manager, Lead Organizer, Policy Advisor, and Special Projects Manager. Build and oversee department's monitoring and evaluation frameworks to measure program impacts.

Responsibilities:

Strategic Leadership & Planning

* Remove operational barriers to team success and streamline processes.
* Lead change management initiatives to improve organizational effectiveness.
* Build and strengthen cross-departmental coordination amongst Equity and Inclusion Cabinet.

Organizational Development & Culture

* Foster a positive, inclusive, and purpose-driven organizational culture aligned with MOIA's mission and values.
* Lead HR management including hiring, onboarding, and personnel development.
* Ensure clear accountability and responsibility across work areas.
* Develop and implement performance management systems that promote growth and excellence.
* Create and maintain succession planning for key positions.
* Establish clear communication channels and feedback loops within the department.
* Ensure that there are professional development opportunities for staff.
* Ensure effective conflict-resolution and problem-solving processes.

Operations & Systems Management

* Oversee daily operations, including staff supervision, budget management, and resource allocation.
* Lead annual budget planning and monitoring in collaboration with Admin & Finance Manager.
* Prepare and review reports to internal stakeholders.

Program & Community Development Leadership

* Oversee the department's grant-making strategy and implementation across all program areas.
* Perform grant and contract management responsibilities when needed with support from Admin & Finance Manager.
* Coordinate cross-departmental initiatives to maximize community impact.

Data & Evaluation

* Oversee data collection of performance metrics and analysis to inform decision-making.
* Ensure evidence-based approach to program development and alignment with cabinet metrics.
* Monitor and evaluate department performance against strategic goals and to identify gaps and opportunities.

General

* Ensure appropriate technical assistance is offered to stakeholders and constituents.
* Support and participate in immigrant engagement activities and special projects.
* Perform related work as determined by the Director.
* Liaise with Mayor's Office as needed.
* Develop protocols and train the team on effective immigrant engagement strategies.

Qualifications:

* At least four (4) to five (5) years of full-time, or equivalent part-time, professional experience in business or public administration, three (3) to four (4) years of which must have been in a supervisory capacity.  A bachelor's degree is preferred and may be substituted for two (2) years of the required experience. 
* Experience in project management, preferably impacting immigrant communities.
* Strong interpersonal, writing, and verbal skills .
* Ability to take initiative and work independently and as part of the team .
* Ability to organize and inspire cooperation and collaboration .
* Ability to exercise good judgment and focus on detail as required by the job.
* Proficiency with Microsoft applications and Google Suite.
* Boston residency is required upon start of employment.
