				Overview:

Colliers Engineering & Design is looking for a passionate and motivated Department Manager to lead our Pennsylvania Highways & Traffic Engineering Discipline into the future! Working alongside strong, reputable transportation leaders in the region, this role will oversee, direct, and manage an existing staff located throughout the state. One of your primary responsibilities will be to assist in the development and maintenance of client relationships, management of projects, and procurement of new projects for the Pennsylvania Department of Transportation (PennDOT) and the Pennsylvania Turnpike Commission (PTC). 

The ideal candidate can be located near any of our PA office locations - Allentown, Conshohocken, Cranberry, Exton, Philadelphia, Pittsburgh, or Trevose.  

Responsibilities:

* Reviews and manages operations to ensure the quality of the technical products.
* Establishes effective long-range objectives, goals, and plans for assigned team.
* Provides technical and management leadership to the assigned team.
* Develops a marketing program, including a business plan, in conjunction with discipline goals.
* Advises and assists professionals in other groups when expert knowledge and expertise is required.
* Manages activities so an adequate profit is earned on all projects.
* Reviews monthly productivity and utilization, making adjustments as needed.
* Works efficiently with the billing department to authorize and transmit bills to clients for all reporting managers; follow up with clients for timely payments.
* Assigns projects to staff and schedules work.
* Mentor staff in learning sound technical and business practices.
* Evaluate employee performance in accordance with company policy.
* Adhere to Health and Safety program and all applicable SOPs.

Qualifications:

* Bachelor's degree in civil engineering is required.
* 10+ years of PennDOT and/or PTC experience is required, including Project Manager, Deputy Project Manager, and/or Lead Highway Engineer roles.
* PA PE (Professional Engineer) license is required.
* Demonstrated effective leadership across large groups of employees. 
* Ability to develop business with clients that are not familiar with our firm.
* Capable of building and hiring effective teams.
* Excellent communication skills. 
* Strategic thinker, effective delegation skills, and strong business acumen. 
* Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
