Overview:
This position is physically located in Balad, Iraq
Under the supervision of the DPW Manager, the DPW Supervisor will have supervision of all Camp Operations and Public Works functions for the program. The DPW Supervisor will plan and execute construction projects and repair orders as necessary. The DPW Supervisor will participate in the drafting of technical documents to include, but not limited to SOW's RFP's, ROM's, ACL's, Technical Volumes, LOTD's and Project Risk Assessments. In addition to Camp Operations and Public Works, this position will play a critical role in managing resources to facilitate the accomplishment of construction projects from initiation to close-out for the program. The DPW Supervisor will be required to effectively manage cost, schedule and performance; ensuring projects are completed within budget, on schedule, and within scope.
Responsibilities:

* Provides and directs engineering, design, construction and maintenance services for existing and new infrastructure. Services include designing, engineering, constructing, and managing construction subcontractors for new facilities as well as remodeling and maintaining existing structures.
* Must ensure all projects are managed effectively from initiation to closure utilizing current Project Management processes and techniques.
* Effectively plans future work to create and establish project schedules and budgets.
* Develops schedules and workload requirements for the project team to ensure effective execution of all planned work
* Provides supervision of all projects and ensures all project stakeholders' schedule, budget, and quality requirements are met.
* Inspects projects and provides timely updates to Sr. Management and the customer.
* Develops and implements effective processes to enhance operations and ensures standard operating procedures are updated and implemented.
* Utilizes various Project Management tools including, but not limited to Earned Value Management to develop reports to monitor and control projects.
* Ensures all direct labor and subcontractor personnel comply with all Environmental Safety and Health requirements.
* Perform other duties as assigned.
Qualifications:
* Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
* Must be a U.S. Citizen
* Bachelor's degree in Engineering, Construction Management or related field required
* Project Management Professional (PMP), LSS Black Belt, LSS Green Belt is highly desirable.
* Experience:
* A minimum of seven (7) years Project Management or Construction Management in a DOD environment and five (5) or more years of leadership/management experience.
* Skills:
* Able and willing to perform duties as needed, as skills and program allow.
* Excellent organizational and multi-tasking skills
* Excellent written and oral communication skills
* Computer proficiency in Microsoft Projects, Microsoft Office Excel, PowerPoint, Outlook, and Word
* Experience in data collection and technical writing
* Strong leadership and analytical skill
* Ability to read and prepare CAD/As-built drawings
* Good interpersonal and people management skills
* Working Conditions:
* Duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures up to 125 degrees (F) in the summer months.
* Driving for an extensive period may be required and will be dependent on assigned work location.
* Potential exposure to chemical or biological agents could exist.
* Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices.
* Normal work week is 72 hours but must be able to work overtime as required.
* Physical Requirements:
* Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
* Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
* Must comply with all Fire and Safety Regulations and post policies.
