Overview:
Highlight is seeking a Capture and Solutions Lead focused on the Department of Homeland Security (DHS) to drive opportunity identification, solution development, and pre-sales strategy. This role sits within the Business Development team and partners closely with technical SMEs and account leads to position differentiated solutions that solve DHS mission challenges across components like USCIS, USCG, CBP.
Responsibilities:
Lead capture strategy and solution development for DHS pursuits, including RFIs, RFPs, and oral proposals
Shape opportunities pre-RFP by aligning mission needs with company capabilities in AI, cloud, cyber, and enterprise IT
Serve as the voice of the customer in internal discussions; translate mission goals into technical and teaming strategies
Maintain awareness of DHS budget cycles, procurement trends, and acquisition pathways
Collaborate with growth, proposal, and technical teams to define win themes and customer-focused solutions
Engage customer stakeholders and industry partners to inform solution design and strengthen positioning
Qualifications:
Proven experience supporting capture and solution efforts within DHS
Strong technical understanding of cloud platforms (AWS, Azure), enterprise IT, AI/ML, and cybersecurity solutions
Demonstrated ability to shape pipeline, develop solutions, and engage technical and BD stakeholders
Familiarity with DHS-specific procurement methods and contracting vehicles
Excellent communication skills; able to lead solutioning efforts and facilitate technical discussions
