				Overview:

Provides long range planning services and coordinates with regional entities on planning and partnering issues. Helps gather and process information pertaining to the conditions of installation facilities for the purpose of funding for future facility sustainment, repair and modernization. Position is located on Ascension Island. The Community Planner is responsible for the development and execution of installation planning and programming activities for Ascension Auxiliary Airfield (AAAF). This includes managing Installation Development Plans (IDPs), space utilization strategies, planning charrettes, site approvals, and coordinating facility projects that align with the base's mission. The Community Planner ensures compliance with Air Force policies, host nation regulations, and enterprise asset management goals.

Responsibilities:

* Prepare, review and amend (if needed) installation Development Plan, Air Installation Compatibility Use Zone, Installation Complex Encroachment Management Action Plan. Ensure base and regional projects conform to all.
* Engage in planning and master planning studies to resolve specific facilities and land use development issues.
* Prepare and coordinate formal recommendations to site new facilities (sitings) and to resolve installation land use concerns and support installation organizations to translate readiness requirements into strategic land use planning principals.
* Manage installation airfield waiver program, preparing construction, temporary and permanent waivers and amendments and documenting waivers annually as part of an Annual Recertification of Airfield Waivers. Prepare supporting documentation as requested and needed to Airfield Working group. Address Airfield related planning issues at the Airfield Operations Board.
* Prepare formal recommendations, background papers on complex planning problems related to land uses involving conflicting factors, economic growth, and social and cultural welfare of local communities. Communicate recommendations and needs through official means.
* Participate in discussions with local grass roots organizations, planning factions, technical and professional consortiums directly concerned with the planning process. Meet regularly with city and county planners to determine community development needs and patterns.
* Participate in the identification and achievement of installation/ community partnerships (Air Force Community Partnership programs) related to planning issues and concerns.
* Monitor planning projects to identify future community needs (such as resources, facilities, and services).
* Attend conference calls, online presentations, and review AF publications to keep familiar with AF asset management programs and Business Rules regarding installation sustainment and repair funding.
* Help gather and process information to advocate for specific facility, transportation, and utility repair projects. This will include working with engineering staff, maintenance staff, local users, and AF Civil Engineering staff to help develop the various programs. Generate submissions to the AF Civil Engineering Center utilizing this data as required.
* Participate in discussions to determine the facility needs and priorities of the installation and generate installation 5-year plans utilizing this data.
* Serve as the primary point of contact for all installation planning functions including land use, facility siting, and long-range development strategies.

* Lead and maintain the Installation Development Plan (IDP) and its associated Area Development Plans (ADPs) to guide short-, mid-, and long-term infrastructure decisions.

* Support annual updates and submittals of the Installation Facility Standards (IFS) and maintain compliance with the Air Force Common Output Level Standards (COLS).

* Ensure planning decisions support mission requirements, sustainability goals, and force protection measures.

* Analyze and optimize base facility space utilization; provide recommendations for realignment, consolidation, or adaptive reuse.

* Process and track AF Form 332 requests for site approvals and facility modifications in collaboration with real property and engineering teams.

* Maintain current records of land use approvals, easements, setbacks, and right-of-way conditions.

* Maintain GIS and planning datasets in support of real property accountability, infrastructure development, and facility prioritization.

* Track planning metrics and update asset data within systems such as NexGen IT and BUILDER SMS.

* Prepare briefing materials, reports, and presentations for leadership and Air Force representatives.

* Coordinate planning efforts with engineering disciplines, real property, operations, and the Contracting Officer's Representative (COR).

* Lead or participate in planning boards and charrettes, including the Facilities Utilization Board (FUB), Planning Working Groups, and IAMP strategy sessions.

* Engage with host nation authorities and external agencies as necessary to ensure planning compliance and alignment with bilateral agreements.

* The Community Planner may be assigned additional responsibilities by the Engineering Lead, COR, PM, DPM or base leadership to support mission objectives, planning, or emerging priorities.

Qualifications:

Education:

* Bachelor's degree in Urban Planning, Community Planning, Architecture, Civil Engineering, or related field required.

* Master's degree in Urban or Regional Planning preferred.

Experience:

* Minimum of 3 years of experience in facility or urban planning, site development, or base planning functions.

* Experience supporting military installations or government infrastructure planning strongly preferred.

* Familiarity with Air Force planning tools such as IDP, IFS, AF Form 813, and AFI 32-7062 is desirable.

Certifications:

* American Institute of Certified Planners (AICP) certification preferred but not required.

* AFIT planning courses (e.g., WMGT 490 or 491) are advantageous or must be completed within 12 months of hire.

* Requires one (1) to four (4) years' BUILDER experience in related field.

* Must have or be able to obtain Secret clearance.
