				Overview:

Project Summary: 

Creative Associates is seeking Chief of Party candidates for the upcoming USAID-funded Peacebuilding and Independent Media Activity. The purpose of the activity is to resolve ongoing communal conflicts, to reduce violence and build sustainable peace using independent media to connect communities.  

Position Summary:  

Creative Associates seeks a Chief of Party (COP) for the anticipated USAID-funded South Sudan Peacebuilding and Independent Media Activity. The COP will be responsible for the leadership and in-country management of the activity. The COP is responsible for the technical vision and program strategy. S/he will ensure compliance with all terms of the project cooperative agreement and all relevant donor rules and regulations. S/he will bring technical and management expertise in community engagement, peacebuilding and independent media programming and implementation.  

 Reporting & Supervision:  

Reporting directly to the HQ Project Director, the COP will oversee the overall management and technical strategy for the program. 

Responsibilities:

* Provide technical and operational oversight to ensure responsiveness to activity objectives and assurance that activities are carried out in a timely, effective, efficient way, with appropriate systems for quality control and financial accountability.   

* Provide strategic leadership to collaborate and coordinate with other donor- funded activities in South Sudan.  

* Supervise development and submission of project deliverables and provides timely and accurate reporting and briefings to USG/Stakeholders on all program areas;  

* Oversee implementation of project monitoring and evaluation activities, and ensures that project results and targets are met;  

* Provide mentorship and oversight to technical leads, ensuring program activities, strategies, and adopted approaches adequately respond to community needs.   

* Engage key stakeholders at community and regional levels including civil society, community groups, and other USAID implementing partners to provide enhanced coordinated efforts in peacebuilding, community dialogue, and resilience.      

* Ensure inclusion and do-no-harm principles are incorporated and apply adaptive management practices to ensure responsiveness to the South Sudanese context.    

* Lead the program's strategic planning and delivery, including ensuring progress against approved annual work plans and performance reporting.  

* Maintain oversight over all project activities and ensure compliance with contractual deadlines and indicator goals.   

* Conduct research on innovative program approaches that could benefit program implementation.  

* Liaise with USAID AOR and relevant HQ staff. 

Qualifications:

* Masters' degree in international relations, economics, education development or other relevant field (or, alternately, a Bachelor's degree in a relevant field and 5 additional years of relevant experience);   

* At least ten (10) years of relevant work experience implementing and leading technical and program activities for donor funded programs that are of a similar scope and scale to this project, in relevant technical areas in conflict affected/complex and non-permissive environments;   

* Demonstrated past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming  

* Prior relevant experience with USAID or any other donor-funded projects is required;  

* Minimum 5 years' experience in a similar development context as South Sudan preferred.   

* Demonstrated experience and knowledge of capacity development and professional development;  

* Strong management and leadership skills, including the ability to mentor staff;  

* Experience managing projects and/or an office with culturally diverse teams and working with counterparts from other cultures;  

* Be fully aware of the grant and procurement compliance regulations of the donor;  

* Proactive and self-directed leader with strong interpersonal skills;  

* Experience in regional or remote management preferred; and  

* Must be professionally proficient and fluent in written and spoken English.
