Responsibilities:
SUMMARY: The Chief Operations Supervisor/CES position is responsible for day-to-day operations including facilitation of internal communication between field staff and management, outside agency interface, system status monitoring, facilitating short-term scheduling needs, equipment and supply maintenance, as well as other operational support functions as assigned by the Operations Manager. Under general direction, oversees Clinical and Education Services activities for the local service area. Represents GMR to local committees, medical and training institutions, and other related agencies. Responsible for the creation, implementation, and tracking of education programs.
MINIMUM REQUIRED QUALIFICATIONS:

EDUCATION, LICENSING, CERTIFICATION
* Bachelor's degree in related field preferred
* Current Oregon and NREMT Paramedic certification OR Oregon RN license
* Current AHA BLS, ACLS, PALS and NAEMT PHTLS instructor credentials required within 6 months of hire (prefer Training Center Faculty credentials)
* ICS 100, 200, 700, 800 - 300 & 400 required within 6 months of hire
EXPERIENCE
* Extensive EMS field experience.
* Prefer prior experience in EMS Leadership
* Experience in performing, evaluating, instructing, and coaching all aspects of the delivery of prehospital care.
* Experience in simulation education and Quality Improvement processes.
* Demonstrated proficiency in Just Culture administration and High Reliability Teams Leadership
KNOWLEDGE AND SKILLS
* Effective oral, written, and interpersonal communication skills
* Demonstrated skills in emotional intelligence, self-awareness, accountability, and adaptability
* Functional abilities in Project Management
* Proficiency with Microsoft 365 suite
* Functional knowledge in Smartsheets to include automation processes
* Functional knowledge in utilization of PowerBi and Excel for reporting and data analysis
* Must be able to function as a field paramedic performing direct ALS patient care activities.
* Must be able to drive an ambulance and have a driving record in compliance with AMR policy regarding insurability.
* Thorough knowledge of system status management.
PHYSICAL REQUIREMENTS
* Must be able to successfully pass Physical Agility Test
* Aptitudes required for work of this nature are good physical stamina, endurance, and body condition that would not be adversely affected by frequently having to walk, stand, lift, carry, and balance at times.
* Must be able to lift, drag, hoist, and carry different types of equipment and other objects.
ESSENTIAL DUTIES AND RESPONSIBILITIES
* Communicate corporate missions, vision, strategies and goals to staff.
* Provide performance feedback to subordinates through positive reinforcement and disciplinary process.
* Attend emergency medical service meetings and functions.
* Issue clarification memoranda to communicate corporate and divisional policies and procedures.
* Inspect ambulances and stations and ensure compliance with appearance/ inventory standards.
* Measure compliance with patient care and system status standards.
* Manage methods to ensure timely record keeping and submission of information and documentation to attain optimum invoice generation.
* Investigate complaints regarding clinical care and customer service, including interviewing personnel, contacting complaint, recommending resolution and ensuring all reports are filed.
* Liaison with patients, public safety agencies, training institutions, hospital personnel, and other system users.
* Ensure maintenance of adequate levels of staffing, equipment and medical supplies
* Mentor employees, conduct performance evaluations, counsel and provide disciplinary actions to assigned personnel, and works to facilitate individual and team development that drives positive results.
* Coordinate the CES functions for the Operation. Provide guidance, direction, and support through collaboration with both internal and external CES professionals concerning a consistent approach to clinical education and processes.
* Manage AHA & NAEMT Training Sites as the Training Site Coordinator adhering to AHA policies and procedures.
* Administrate, conduct, and ensure continued development of new employee orientation program and Field Training and Evaluation Program
* Ensure continuing education is coordinated and conducted for all staff meeting or exceeding standards set forth by internal and external stakeholders.
* Conduct orientation classes, certification classes to include ACLS/PALS/CPR/PHTLS. Instructor credentials to be obtained within 6 months of hire.
* Conduct clinical quality assurance investigations immediately upon receiving information regarding a possible protocol or standard of care violation.
* Identify, develop, and implement quality improvement (QI) programs. To assure clinical excellence, programs should include, but are not limited to, proactive and retrospective elements of QI concerning clinical call reviews, chart reviews, and trend analysis for both individual and group clinical performance. Such programs should drive the continuing education (CE) process and related courses offered to field personnel.
* Responsible for the Field Training Officers (FTOs). This includes, but is not limited to, leading the selection process of FTOs; the monitoring and directing of the FTO program, and assisting with development of FTOs guidelines and procedures.
* Represent AMR with local EMS education programs and assure integration with internship and preceptor needs.
* Assist in the creation/revision of medical policy & protocols.
* Provide clinical support for documentation and billing personnel.
* Adherence to and compliance with information systems security is everyone's responsibility. It is the responsibility of every computer user to: Know and follow Information Systems security policies and procedures. Report information systems security problems.
