Responsibilities:

The Contract Specialist Senior provides support services for the United States Coast Guard (USCG) Patrol Boat Acquisition Office (CG-9125) Fast Response Cutter Project Resident Office Lockport Louisiana.  Specifically, they provide contracting specialist and financial management support services in support of the SENTINEL Class Fast Response Cutter (FRC) patrol boat acquisition. 

Qualifications:
Essential Duties & Job Functions:
* Works collaboratively with Contracting Officer's Representatives, project team members and vendors to provide recommendations to the Contracting Officer on best business practices
* Provides advanced technical knowledge of Government contracts (Firm Fixed Price with Economic Price Adjustment and Cost-Plus Fixed Fee), Government financial systems and Federal Acquisition Regulations
* Provide guidance and assistance to FRC team members and stakeholders
* Provides advanced technical interaction with the USCG Financial Systems Modernization Solution (FSMS) Oracle E-business Suite including Markview, iprocurement, UDO validation, awards and modifications
* Develops draft awards documents, modification documents and procurement related documents in the FSMS system
* Understands and applies DHS and USCG contractual guidance, policies, processes, and procedures, and ensuring adherence to them
* Interprets bi inquiry reports including the Oracle Project Organization, Expenditure, Type and Task (POET) to process high dollar invoices, Economic Price Adjustment invoices and progress bills in the invoice processing systems, Markview and IPP
* Drafts pre-award and post-award procurement documents including acquisition planning, market research, request for information, request for quote/proposal, award recommendations and post award procurement processes/contract closeout
* Awards contracts/task orders with knowledge of FAR Parts 12, 13 and 15
* Works independently responding to internal and external inquiries including audit and data requests
* Respond to Congressional or public inquiries
* Review of prime awards and subawards
* Provide regulatory compliance support and guidance
* Development of award monitoring tools and templates
* Prepare, edit, and review award terms and conditions before signature
* Advise during the negotiation process and make recommendations to Contracting Officer during negotiations
* Lead and participate in project kick-off meetings
* Support systems to track award terms and conditions during implementation
* Maintain permanent files including prime award documentation
* Support project closeout processes
* Performs other duties as assigned
