***This position is physically located in the Marhsall Islands in support of LOGCAP***

The Associate Planner (Facilities/Infrastructure) will support land use and zoning requirements for a US Army installation, focusing on the handling of capital improvements and infrastructure development. This position requires expertise in project management and land space utilization, ensuring compliance with US Army regulations, Unified Facilities Criteria (UFC), applicable building codes, and environmental considerations

Responsibilities:

This position description is subject to change at any time as needed to meet the requirements of the program or company.

* Lead the planning and coordination of capital projects related to infrastructure development.
* Develop comprehensive project plans that encompass timelines, budgets, and resource allocation.
* Evaluate and ensure compliance with land use regulations and zoning requirements specific to US Army installations.
* Conduct assessments to optimize land space utilization while adhering to necessary regulations.
* Oversee all phases of project management, including initiation, planning, execution, monitoring, and closure.
* Facilitate and lead project meetings to provide updates, gather input, and ensure stakeholder engagement.
* Collaborate on architectural design projects providing insights into facilities and equipment planning.
* Work with design teams to ensure alignment with the Army's standards and Installation Design Guidelines.
* Apply asset management principles and theories to optimize the lifecycle of facilities and infrastructure.
* Monitor and evaluate asset performance, facilitating informed decision-making regarding repair, replacement, and upgrades.
* Ability to manage small scale projects.
* Manage financial resources with an emphasis on budgeting, forecasting, and financial reporting related to infrastructure projects.
* Understand and manage contracts effectively, ensuring compliance with all relevant regulations and guidelines.
* Utilize AutoCAD for creating and modifying design drawings and presentations.
* Develop reports and documentation that support project and compliance requirements.
* Other Duties as assigned

Qualifications:

* Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
* Education/Certifications:
* Minimum education level of an Associate's Technical Degree in engineering, construction management, project management, or a related field (a bachelor's degree preferred).
* Project Management Professional (PMP) is desirable.
* Must be CAC eligible and/or ability to obtain a CAC.
* Must have and/or ability to obtain a secret security clearance.
* A valid driver's license and the ability to obtain a U. S. Government Motor Vehicle Operator's License and host nation Driver's License, is required.

* Experience:
* Minimum of 7 years with relevant work experience regarding project management and planning skills/planning tools skills, transportation network planning, airfield environment planning, the National Environmental Protection Act, community outreach, planning and zoning skills, Air Installations Compatible Use Zones program, Geographic Information Systems/Geo-base, and facility space management. Skillsets relevant to planners also include data analytics, visualization, and severe weather and climate resiliency.
* Ability to communicate with people from diverse backgrounds and a sound understanding of the issues which impact project and mission results.

* Skills: 
* Proficiency in using planning and project management software tools is essential. Common tools include Microsoft Project, Microsoft Office Excel, PowerPoint, Outlook, Word and other scheduling and project-tracking software. Candidates should be proficient with data analysis and interpretation.
* Effectively able to communicate with various stakeholders, including project managers, team members, clients, and suppliers. Strong written and verbal communication skills are essential. 
* Attention to Detail: Precision is essential in project planning. Errors in schedules or resource allocation can have significant impacts on project outcomes.
* The ability to adapt to changes in project scope, timeline, or resources. 

* SUPERVISORY/BUDGET RESPONSIBILITIES:
* Must be able to analyze project requirements, identify potential issues or risks, and develop effective solutions to ensure projects are completed on time and within budget. 
* Regularly review and update the master plan to reflect changing conditions, priorities, and community needs. 
* Works under the general supervision of the Public Works Director (PWD) who assigns area of responsibility and is available for consultation when controversies arise.

* Working Conditions:
* Must be capable of working in an extreme weather condition with temperatures exceeding 100 degrees Fahrenheit.
* Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months).
* Includes some industrial production environment conditions as well.
* The worker is subject to both environmental conditions. Activities occur inside and outside.
* The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard about ambient noise level.

* Physical Requirements:
* Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
* Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
* Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
* Must comply with all Fire and Safety Regulations and post policies.
