Qualifications:

RS&H is seeking a Transportation Development Area Discipline Leader for or Charlotte, NC or Raleigh, NC office!

As the Transportation Development Area Discipline Leader, you will be given the reigns to oversee all aspects of the successful delivery of projects, including contract management, managing production teams, quality assurances, and financial performance.

The candidate will oversee a group of six to eight Transportation Engineers/Planners, coordinate workload across multiple offices and disciplines, and provide guidance and support their career growths.

Essential Functions:

* Provides leadership, oversight, and support for resource management of Transportation Development associates, maintains production backlog projections, and forecasts targeted growth needs. 
* Supports Transportation Development associate recruiting, onboarding, and technical development. 
* Serves as Project Manager and/or Transportation Development Task Leader on major projects, performs independent quality control reviews, and ensures that quality management policies and procedures are adhered to.
* Serves as a subject matter expert and technical resource for Transportation Development services. 
* Supports business planning activities related to Transportation Development services, supports the identification, creation, and maintenance of Transportation Development opportunities, and actively leads marketing and business development initiatives related to Transportation Development services.
* Leads key internal business operational initiatives to support the growth and development of Transportation Development services within the region.

Minimum Qualifications:

* Bachelor's degree in Civil Engineering, Environmental Engineering, Transportation Planning, Urban and Regional Planning, or a related field.
* AICP or PE Certification preferred. 
* 10+ years of progressive transportation development experience, with at least 5 years of project management experience.  
* Knowledge and experience with NEPA (and NC equivalent), Section 4F, Section 6F, Section 106, Section 404, NCDOT Merger Process, including preparation of environmental compliance documents.    
* NCDOT and municipality client experience is preferred.
* Proficiency with ArcGIS, Microsoft Office (including MS Project) is required. Experience with MicroStation is helpful.  
* Strong writing and presentation skills. 
* Facilitation skills with leading public engagement and stakeholder meetings.
* Excellent organizational skills with attention to detail along with overall quality control and management.
* Conscientious of project schedules (including Microsoft Project) and deadlines involving deliverables (including interim deadlines).
* Ability to track individual project tasks and financial management of individual and overall project tasks.
* Strong teamwork and project organization skills working on projects and with staff
* Willingness to participate in business development efforts. 
* Business acumen and facilitation skills working with a broad set of clients, stakeholders and members of the public.

Preferred Qualifications:

* AICP or PE Certification preferred. 
* Progressive experience in business development.
* NCDOT and municipality client experience is preferred.
* Experience with MicroStation preferred.
