Overview:
This position is physically located in Balad, Iraq
Manage Army Airfields (AAF), Army Helipads (AHP), and other remote helicopter landing zones (HLZ) in accordance with applicable Regulations AR 95-1, AR 95-2, TC 3-04.81, ATP 304.16, Air Force Instructions (AFI), Unified Facilities Criteria (UFC), Engineer Technical Letters (ETL), and local airfield & runway standard operating procedures established by the Senior Airfield Authority governing airfield and heliport management. Applicable FAA advisory circulars may be used as guidelines in the absence of specific Army guidance.
Responsibilities:
This position description is subject to change at any time as needed to meet the requirements of the program or company.
* Air Cargo Services: Loading, Unloading, Planning, Palletizing, Inspecting, Storing.
* Bird/Wildlife Aircraft Strike Hazard (BASH), Airfield Planning, Airfield Safety, Airfield Driving.
* Aircraft dispatching/flight following, filing flight plans, flight schedules,
* Loading, Unloading, Planning, Palletizing, Inspecting, and Storing cargo.
* Manifesting, Weight and Balance, Scheduling for passenger services.
* Follow Me and Aircraft Parking Services.
* Process flight plans.
* Initiate and disseminate notice to airmen (NOTAM).
* Process prior permission required (PPR), civil aircraft landing permit (CALP), and Army aircraft landing authorization number (AALAN) requests.
* Coordinate for aircraft support for transportation, customs, immigration, homeland security, and agriculture inspections.
* Provide AAF/AHP command and control information.
* Provide airfield advisory services.
* Maintain flight information publications (FLIP).
* Initiate overdue aircraft procedures.
* Activate secondary crash alarm systems.
* Conduct AAF/AHP inspections and checks.
* Coordinate and monitor AAF/AHP security.
* Coordinate and monitor daily AAF/AHP construction activities.
* Provide guidance and information at installation planning board meetings concerning airfield facilities, operations, and construction.
* Provide representation at installation aviation safety and standardization council meetings.
* Conduct an annual quality assurance self-assessment to ensure compliance with applicable directives and safe airfield operations.
* Manage a multi-national workforce of 50+ personnel. Establish Standard Operating Procedures, Policy, Work Instructions for Aviation Section. Meet contractual requirements in accordance with Performance Work Statement (PWS) and Contract Data Requirement List (CDRL).
* Perform additional duties as assigned.
Qualifications:
* Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
* Bachelor's degree in Airfield Management or Aviation Operations or Associates in the same and 6 years of experience.
* Must be Secret Clearance eligible and/or able to obtain a Secret Clearance
* Must be CAC eligible or able to obtain.
* Experience:
* Minimum seven (7) years' experience on a military airfield or commercial airport.
* Minimum three (3) years' experience in a leadership role in an aviation related field.
* Demonstrated knowledge of US Federal Aviation Administration regulations, including, CFRs, FARs, AIM, AR 95-2, AR 95-1, DOD UFC, and other applicable aviation and airfield management publications, manuals, related documents, processes, and policies.
* Knowledge of fixed and/or rotary wing aircraft operations to include capabilities, limitations, techniques, procedures, and maintenance flow.
* Demonstrated experience with or knowledge in operation of desk-top computer-based systems. Demonstrated experience as an airfield supervisor or equivalent (military or civilian organization)
* Experience using GATES, GDSS2 preferred.
* Preferred Certifications:
* HAZMAT Certification, Load Planning Certificate, Airfield Management (USAF/AAAE)
* Skills
* Excellent communication and writing skills are required along with an excellent knowledge of computer operations to include spreadsheet, database, word processing, and presentation applications.
* Great organizational and management skills and a strong ability to work independently as a member of a robust team.
* Supervisory Responsibilities
* Manages airfield sites and subcontractor activities as well as multiple unmanned helipads.
* Working Conditions:
* Must be capable of working in extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
* Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
* Includes some industrial production environment conditions as well.
* Physical Requirements:
*
* Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
* Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
* Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
