				Overview:

Responsible for the management of the operational activities and personnel of the Moses Lake Ambulatory Surgery Center to assure efficient delivery of high quality patient service.

Position Reports To: Practice Manager

Responsibilities:

NURSING

* Responsible for adhering to established Standards of Courtesy and Guest Relations. Greets patients and escorts them to exam room; prepares patient for exam with triage and assessment; works in conjunction with team coordinator to maintain timely flow of patients.
* Takes appropriate vital signs; per department protocols or guidelines provides room setup, records vital signs and documents any history elicited or given by patient.
* Performs the role of chaperone according to Confluence Health/Wenatchee Valley Hospital and Clinics policies and procedures.
* Documents and communicates accurate and timely information regarding the patient's condition to the appropriate person. Reports significant changes in patient's condition to the appropriate person.
* Provides instruction for patients regarding routine procedures. Refers questions to physician or team coordinator as appropriate.
* Assists in procedures and emergencies, as directed by the physician in accordance with certification level.
* Arranges/schedules lab, x-ray, and other tests as directed by the physician; instructs the patient in routine collection of samples, testing procedures and general requirements by specific departments.
* Provides follow-up of lab results and callbacks to patients as delegated by the team coordinator.
* Completes file processing and forms to ensure that an appropriate medical record is maintained.
* Enters managed care referrals and completes appropriate paperwork.
* Responsible for maintaining clean exam rooms and stock items for use in the exam and procedure room.
* Cleans, soaks, and sterilizes instruments according to Confluence Health/Wenatchee Valley Hospital and Clinics infection control guidelines.
* Able to demonstrate knowledge and skills necessary to provide care appropriate to the age of the patients served.

PERFORMANCE MANAGEMENT

* Supervises the daily activities of Moses Lake/Omak ASC staff.
* Monitors and evaluates staff performance on an on-going basis in accordance with all applicable performance standards. Leads by example.
* Interacts with employees on an on-going basis to facilitate the elimination of substandard performance and promote the development of performance to meet or exceed standards.
* Writes annual and introductory-period appraisals on the basis of own observation as well as the observations of the employees/peers.
* Conducts the formal review process for each staff member and makes recommendations for wage adjustments.
* Provides feedback to Practice Manager for any disciplinary action.
* Assures staff compliance with all policies and procedures and governmental regulations pertaining to but not limited to:
* Controlled substances and legend drugs, including sample medications.
* Infection control.
* Patient confidentiality.
* CPR, ACLS, safety and risk management
* Quality improvement and quality assurance.
* Emergency codes and evacuation
* Professional licensure

STAFF DEVELOPMENT

* Assists the ASC Practice Manager in the interviewing, hiring, and placement of competent staff to fill vacated or new positions.
* Participates in developing and coordinating employee orientation and training processes. Keeps employee orientation and training checklists current.
* Works in conjunction with the ASC/GI Practice Manager and HR Manager to write job descriptions for new positions and assures that all job descriptions are updated.
* Develops staff educational materials and services as a resource to staff in meeting their continuing educational needs. Provides in-service training programs in collaboration with the Director of Surgical Services.
* Adjusts work schedules, hours, and work assignments on an on-going basis as needed to meet staffing needs.
* Approves advance requests for paid time-off and arranges for coverage.
* Arranges for coverage as required in response to unscheduled time off needs. Must be prepared to fill in slots when outside coverage cannot be obtained.
* Responsible for controlling the use of dock time and PTO in accordance with the appropriate policies.
* Monitors and controls the accumulation of overtime hours.
* Makes adjustments to employee hours via the API system.

OPERATIONS MANAGEMENT

* Participates in the development and utilization of the department policies and procedures.
* Follows all Medicare regulations and interpretive guidelines, and reports areas of concern to the ASC/GI Practice Manager.
* Assists the ASC/GI Practice Manager in assuring that a minimum of 2 QAPI studies are completed each year. These projects will be reviewed by the ASC Governing Committee.
* Monitors operational process measurements looking for ways to improve department efficiency. (e.g. procedure room minutes used, number of procedures per week, patient waiting times, etc.).
* Notes process trends, variances and problem areas. Informs the ASC/GI Practice Manager and helps implement process improvements.
* Monitors ordering of department supplies and equipment. Reviews and signs appropriate requisitions and assures proper approval.
* Helps troubleshoot equipment or process type problems.
* Stays current on safety issues and monitors according to policy.

STAFF RELATIONS

* Keeps staff apprised of all information that impacts their work and relates to the ASC and clinic state of affairs.
* Meets regularly with the ASC/GI Practice Manager and ASC Chief of Staff.
* Conducts regular department meetings and keeps minutes of these meetings.
* Remains accessible to listen to, converse with, advise and counsel staff in a confidential manner. Serves as a primary resource in solving employee work related problems and helping employees to reach their potential.
* Serves as an employee advocate while promoting the business interests, mission and policies of Confluence Health and its surgical depts.
* Establishes and maintains good rapport with all departments through out the clinic.

PHYSICIAN RELATIONS

* Work to maintain physician satisfaction with operations.
* Establishes and maintains good rapport with physician users of the department.
* Serve as example to GI staff in viewing physicians as well as patients as valued customers.
* Establishes and maintains good rapport with physician users of the department
* Provides input into the physician peer review process.

PATIENT RELATIONS

* Supports and promotes a positive image of the Moses Lake/Omak-ASC and Confluence Health Wenatchee Valley Hospital and Clinics when dealing directly with patients and others outside the organization.
* Monitors patient services feedback and contributes to the process of resolving patient care complaints and service issues. Informs the Practice Manager, Chief of any patient complaints and follows policy.

MARGINAL REQUIREMENTS

* Assumes, when asked, some duties of the ASC/GI Practice Manager in his/her absence.
* Serves on various committees as needed.
* Other duties as assigned.

Demonstrate Standards of Behavior and adhere to the Code of Conduct in all aspects of job performance at all times.

Qualifications:

Required:

* Current licensure in the state of Washington (RCW 18.88) or licensure through Multistate Nurse Licensure Compact (SSB 5499)
* Four years relevant experience. 
* Experience in a health care setting such as a ambulatory surgery center or hospital.
* Must possess basic computer skills related to Windows navigation, mouse usage, keyboarding, email communication and password management.

Desired:

* Two years of previous supervisory experience.
* BSN and CNOR.
* A member of AORN or ASPAN.
